About the plan change
This proposed plan change to the Auckland Unitary Plan Operative in part aims to:
- better manage development for natural hazards across the region, and
- amend regional and district plan rules that will enable further intensification of housing mainly around rapid transit stops, along many major bus routes and around centres.
Timeline
24 September 2025
On 24 September 2025, Auckland Council’s Policy and Planning Committee voted to endorse PC 120 for public notification.
2 October 2025
PC 120 was sent to Government Ministers Hon Chris Bishop and Hon Tama Potaka on 2 October 2025 respectively requesting a direction for Auckland Council to use the streamlined planning process (SPP) to prepare the Auckland Housing Planning Instrument (known as Proposed Plan Change 120 - Housing Intensification and Resilience) as required under Clause 5(1) of Schedule 3C to the Resource Management Act 1991 (RMA).
29 October 2025
The Ministers wrote to the council on 29 October 2025 confirming the use of the streamlined planning process and issued a direction and gazette notice on the process.
The Streamlined Planning Process is different from the usual Schedule 1 RMA process. The differences are explained in this document:
31 October 2025
The Housing Capacity Modelling Report: Housing Intensification and Resilience (Plan Change 120) together with accompanying memo were also sent to Ministers Bishop and Potaka on 31 October 2025.

The Friend of the submitter can help explain the process, advise you on lodging your submission, how to express your views, and what to do after lodging your submission.
This free service is available throughout the submission period and in the lead-up to the hearings. This service will be unavailable from 19 December 2025, 5.00pm to 12 January 2026, 9.00am. We will respond to messages left during this period when the service resumes.
