Details of the proposed activity
Vector Limited (“Vector”) is seeking resource consent for new minor utility structures and electricity pole replacements within the road reserve in two areas of Devonport: • Lake Road / Allenby Avenue intersection; and • Church Road / Vauxhall Road area. In both locations, the works are within the Volcanic Viewshaft and Height Sensitive Overlays and are non-complying activities. Public notification is mandatory under Rule E26.11.4(1) of the Auckland Unitary Plan. For the Church Road / Vauxhall Road site, resource consent is also required for an area of earthworks within a Historic Heritage Overlay which extends over the road reserve. Lake Road / Allenby Avenue intersection Retrospective resource consent is required for the recently installed above-ground ring main unit (“RMU”) cabinet located within the road reserve. This cabinet is part of works associated with the recently completed undergrounding of a 11 kV electricity cable within part of Lake Road. These works were undertaken to reinforce the 11kV electricity supply to the Devonport area and will enable the decommissioning of the Ngataringa Bay substation, and the removal of the oil-filled cable that crosses the estuary. Including the concrete plinth, the cabinet measures 1.535m (high) x 0.945m (wide) x 1.025 m (long). The RMU cabinet exceeds the permitted height and surface area limits set at Standard E26.11.5.1 and is a non-complying activity under Rule E26.11.3.1(A164). Church Road / Vauxhall Road area Resource consent is also required to underground a small length of existing above-ground lines along Church Street, replacement of four existing power poles nearby on Church Street and St Aubyn Street, and install a RMU cabinet (and two smaller pillars which are permitted) on the western side of Vauxhall Road near Fuji Reserve. Underground works are to be via trenching method. All works are within the road reserve. These works are required to address a clearance non-compliance between the above ground electricity network and the building at 24 Church Street. Two of the replacement power poles exceed the permitted height and all four replacement poles exceed the permitted diameter increases and require resource consent as a non-complying activity under Rule E26.11.3.1(A164). Earthworks for the undergrounding works, in front of 24 Church Street, requires resource consent as a restricted discretionary activity under Rule E26.6.3.1(A115).as this part of the road reserve is subject to a Historic Heritage Overlay extent of place. The RMU cabinet on Vauxhall Road measures 1.385 m (high) x 0.968 m (wide) x 0.812 m (long). The RMU cabinet exceeds the permitted height and surface area limits set at Standard E26.11.5.1 and is a non-complying activity under Rule E26.11.3.1(A164). The two smaller pillars are within the permitted activity limits. Overall, the proposal is a Non-complying activity.
