You will need a public market licence if:

• you want to run a market in a public space. Visit What is a public place?

You will not need a public market licence if:

• you want to be a stallholder at an existing market - the market will already be approved as a trading site, so discus your options with the market organiser
• your market is going to be on private land, such as a supermarket car park - you will need permission from the landowner
• your market will be based at a community hall or facility.

If you are planning to run your market on private land, call us on 09 301 0101 and ask for the planning helpdesk to check if you need a resource consent.

• A market plan including the location of:
  • stalls
  • public toilets
  • entrances and exits
  • seating areas
  • litter bins.

• A traffic management plan showing:       
  • the location of entrances and exits to the market
  • any parking provided
  • any temporary measures to control traffic to and from the market site
  • measures for loading and unloading of market goods and stall set up and pack down
  • contact details for a person responsible for implementing the traffic management plan.   

• An aerial photo or detailed sketch showing the dimensions of the proposed market in square metres

There are two parts of the fee for a public market licence:

• A non-refundable annual licence fee.
• An ongoing rental fee.

The size of the rental fee depends on:

• how many days of the year you will trade
• the size of your market stall in square metres.
