Before you operate an amusement ride, the ride must have:  

• a Certificate of Registration from WorkSafe New Zealand, and 
• a permit from the council. 

Site inspection

To get a permit, we will inspect your amusement ride at the location where you plan to operate it.  

Your ride must: 

• be installed on secure ground with no risk of sinking 
• be placed far enough away to avoid contact with trees, buildings and other rides or attractions  
• meet all the conditions in the Certificate of Registration 
• be at least 12m away from any  raised live power lines Live power lines that are on poles but not necessarily 'overhead'. .

Fencing requirements

Most amusement rides need fencing.

You must meet all fencing conditions outlined in your Certificate of Registration. 

If your Certificate of Registration does not include specific fencing conditions, you must meet the following requirements.  

Fencing for temporary rides

Trains

Fencing is not required. 

Go karts, jeeps, ride-on animals,  keg racers Motorised beer barrels used for fun racing events.  and  loo racers Motorised toilets used for fun racing events.

Install a barrier that: 

• keeps the ride within a clearly defined area 
• prevents the ride from leaving the area 
• is at least 300mm high 
• is easy to see 
• forms a continuous barrier, except at entry and exit points. 

We recommend using cones, ropes or stakes to keep observers away from the ride area. 

All other temporary rides

You must install fencing that: 

• clearly outlines the area where the amusement ride operates 
• is at least 600mm high 
• is easy to see 
• locks together securely (interlocking) 
• does not have any gaps larger than 300mm, including below the fence. 

Fencing for permanent rides

You must install fencing that: 

• clearly outlines the area where the amusement ride operates 
• is at least 1100mm high 
• is easy to see 
• is continuous and stable 
• does not have any gaps larger than 100mm, including below the fence 
• prevents climbing, like a fence around a swimming pool. 

The cost for an amusement ride permit is based on:

• how many rides you operate
• how many weeks each ride will operate for.

Fees

For each ride, you must pay for:

• the first 7 days of operation
• every 7-day period after.

These fees apply to temporary and permanent rides.

The annual application fees for permanent rides are:

• $70.15 for a single ride
• $60.95 for every other ride if you apply for them at the same time.
