You can only display a portable sign in the city centre zone in an area that is not a council-controlled public place Council-controlled places include: parks, reserves, roads, footpaths, recreational grounds, sports fields, public gardens, public squares, cemeteries, beaches, foreshores, dunes, wharves, breakwaters, boat ramps, pontoons, access ways, grass verges and berms. (for example, on private property).

You can display portable signs in city centre areas that are not council-controlled with some restrictions:
