The maps on this page show places where freedom camping is not allowed in Upper Harbour under the Freedom Camping in Vehicles Bylaw 2022. This does not mean that freedom camping is allowed anywhere not shown.
In addition to the bylaw rules for the areas in Upper Harbour shown below, you also cannot freedom camp:
- at council reserves (parkland held under the Reserves Act), unless we set aside areas for this in future
- in regional parks
- in car parks where parking is reserved, and/or a fee is charged to park (such as council parking buildings).
General rules apply to freedom camping in other areas in Upper Harbour.
If you’re not sure, look for signage in the area.

North Shore Memorial Park
