Notification process to change property ownership
When a property changes ownership, solicitors need to notify:
- Auckland Council by completing a Notice of Change of Ownership (NoC)
- Watercare by requesting a final meter read.
If you are a solicitor, you should complete the NoC form on the Land Information New Zealand (LINZ) Landonline website as part of your normal Landonline workflow.
To complete the NoC form:
- use the 'Notice of Change' button at the bottom of the relevant 'Prepare instrument' page, or
- select 'Notice of Change' from the navigation menu on the left of the 'Dealings' page.
Auckland Council will receive the updated information the next business day after you complete and submit the NoC.

Extra step for properties in Papakura
Veolia is the water supplier for Papakura. Solicitors submitting a NoC for a property in Papakura must also email nz-customerservice-water@veolia.com with a copy of the completed NoC.
Final water meter reading
When changing ownership of a property you also need to book a final water meter reading through Watercare.
If Veolia is the water supplier for the property, even if it is outside Papakura, you need to:
- email nz-customerservice-water@veolia.com, and
- include a copy of the completed NoC for the final meter reading.
Transferring a resource consent
Change of property ownership does not automatically transfer a resource consent.
