Property rates support investment in Auckland’s assets and pay for a wide range of everyday services.
They are made up of:
- a uniform annual general charge (fixed amount)
- a general rate charge which is based on the capital value of your property
- targeted rates.

Changes to rates for average-value residential property
Our Annual Plan 2025/2026 includes a total rates increase of 5.8 per cent, or $223 a year ($4.29 a week), for the average-value residential property. This does not include changes related to rates-funded rubbish collection. These changes align with what we set out in the Long-term Plan 2024-2034 (LTP).
The total rates increase includes an average:
- increase of 6.54 per cent in general rates across all properties
- increase of 3.5 per cent in the Natural Environment Targeted Rate (NETR) and Climate Action Transport Targeted Rate (CATTR)
- increase of $2.04 in the Water Quality Targeted Rate (WQTR) to cover the operating and interest costs for the programme.
Changes in rates for business properties
The LTP also outlines that business properties will contribute around 31 per cent of general rates, WQTR, NETR and CATTR.
The growth in the value of business properties has been lower than growth for non-business properties. This means there will be an additional increase to business rates for 2025/2026 to maintain their 31 per cent share. The rates increase for the average-value business property will be 7.17 per cent for 2025/2026, rather than the 5.9 per cent forecast in the LTP.
Changes to Waste Management Targeted Rates
The total rates increase also includes a 3 per cent increase to the overall Waste Management Targeted Rate for households with the standard:
- refuse
- recycling, and
- food scraps collection services.
This is less than the 4.93 per cent increase set out in the LTP.
Waste Management Targeted Rates will be higher for all properties including properties where rates-funded refuse services start during 2024/2025 and 2025/2026. This is because they will be charged for rubbish collection through rates and not through buying rubbish tags or bags.
We will continue to implement a standardised:
- waste collection service
- way to pay for these services.
The rates-funded refuse collection is currently available in Auckland city centre, Manukau, North Shore, Waitākere and Papakura.
Franklin and Rodney
A rates-funded rubbish service will start in Franklin and Rodney in 2025/2026. Visit Franklin's rates-funded rubbish collection and Rodney's rates-funded rubbish collection to learn more.
Residential and lifestyle properties in Franklin and Rodney will be charged a refuse targeted rate for the first time in 2025/2026. This will be calculated based on:
- a full 12-month service for Franklin with the service starting in early July 2025
- around 83 per cent of the full year charge for Rodney with the service starting from 1 September 2025.
Rest of Auckland
We have made changes to the overall Waste Management Targeted Rates for all eligible properties to show:
- changes in costs after the start of the rates-funded refuse services
- higher processing costs than we expected for recyclable materials
- lower processing costs and more profit from bin liners than we expected.
These changes will lead to a 3 per cent (or $13 per year) increase in targeted rates for a household with the standard waste collection services. Standard services include:
- a 240-litre recycling bin
- a 120-litre refuse bin
- a food scraps bin, and
- an annual, prebooked inorganic collection.
Waste management services and targeted rates will be available in commercial areas in Manukau from July 2025.

The table does not include:
- the refuse targeted rate for business properties
- water or wastewater charges (set by Watercare) which will increase by 7.2 percent in 2025/2026.

Waste Management Standard Refuse Rate for residential properties
The Waste Management Standard Refuse Rate shows approximate waste management costs across Auckland. It includes areas where the rates-funded refuse service was, or is, only available:
- for part of the year, and
- charged on a pro-rata basis.
The rates are based on the assumption that the average-value residential property pays the full standard refuse targeted rate in 2024/2025 and 2025/2026. This helps ensure that the rates for different bin sizes can be compared fairly.

Changes to property rates in specific areas
Properties in some areas may have rate changes not related to rubbish collection.
Grey Lynn Business Improvement District
Following a successful ballot of affected businesses, we have decided to introduce a new Business Improvement District (BID) targeted rate. This will help fund the establishment of a Grey Lynn BID programme. Only business properties within the Grey Lynn BID area will pay this rate.
Hunters Corner BID and Māngere East Village BID
We have decided not to set a BID targeted rate for the Hunters Corner and Māngere East Village BID programmes for 2025/2026. This is because they do not comply with our BID policy.
Revaluation
We have completed our three-yearly revaluation of properties. Rates for the 2025/2026 rating year will be assessed and set based on the new values. Check the General property revaluation page to learn more.
